If the rubber handle is resting on the plastic housing of the starter/killswitch, it could be causing enough friction to prevent the throttle from springing back.

Taking the bar end off isn't to hard. You just need to torch the bolt and find a large screw driving that fits well. With the bolt torched it comes off without too much effort.
