loose/bad connection at IC would look something like this:

Disconnect your battery, THEN unplug the IC ignitor and check for bent/damaged pins on plug and IC. If all is ok, reconnect IC and then the battery.
Also, low system voltage (from bad battery or regulator) would cause the tach to read off/not read.
