I thought I read somewhere that the 13t sprocket can cause excessive chain wear due to the diameter of the sprocket being so tight. Hopefully they were wrong and you'll be fine switching.

Why you want to go down in size, when everyone always seems to want to go up in size?? (just curious, if ya will)

PS- off topic, but meaning to ask since seeing a pic of your windscreen mod... where the hell are your front turn sig's?

One shim should do you fine. I have the same counter sprocket, only with 15T. Yes, it is the one for the pre-gens, but that is why the shim. I have run mine for about 2 years that way with no problem. Your RPMs are going to run HIGH on the freeway, but if that work for you, that is all that is important.

Part# 92200A at bikebandit.com (or other retailers). You will find this part under the transmission section of the parts fiche.

This is a splined washer that is used inside your transmission, but is also the perfect shim (also what I use).
