The thread discussing the display of license plates made me think of this. I discovered this "free" photo editor a few years ago. It is well maintained and has many features only available in more expensive packages (Photoshop comes to mind). I use it on a daily basis.

I use that plus an older version of a program called ThumbsPlus.

The Gimp is a very powerful photo editing program. Not as easy to use as Irfanview, but more powerful. Can do about 80% of what you can do in Photoshop, and it's free. Photoshop is more powerful, and more user friendly, but free is good as well. :D

Great Idea Sam!

Some free stuff I know about. I usually take pictures at the maximum size my camera can do and so they are rather huge files. While I do keep a set uneditied I also re-size them.

The best multiple image re-sizer I found is MIR (http://www.multipleimageresizer.net/) this is fairly easy to use and it's pretty fast. There are a lot of other options you can do like adding text to each photo (aka watermarks) and so on.

AND

If you like pano's (multiple shots taken to expand a landscape) Autostitch (http://www.cs.ubc.ca/~mbrown/autostitch/autostitch.html) is an awesome and FREE program that will stitch them together for you!

there's a windows live thing that does a decent photo stitch too.... of course it IS a windows thing - but some people like windows...

GIMP didn't work for me, it shuts down after I try and import a picture....don't think I have a virus, but I could be wrong.
