I went back to VN last summer and one of my uncles who owns a marine shop as me to get him this. He usually works on cummins engines. I have no idea what it is. Is it a torque wrench?

That is called a torqometer. or something close to that . it is a torque wrench but it has a scale instead of a" Click " The nice thing about them is you can see the amount of pressure you are applying to the fastener. Weather you take it off or on . they are very expensive. So most people buy a torque wrench.This is a link to the one I have.
