Planning to move my bike from NY to California. The bike was originally bought from a dealer in NJ.

Will the bike pass CA emissions laws?
If not, can anyone ballpark how much the modifications would cost?

Everything on the bike is stock. The model is from 2008.

Bikes are exempt from emissions testing. As I'm sure you know due to the existence of 50-state and 49-state versions of our favorite little Ninja, that isn't to say that anything goes. The restrictions primarily apply to new vehicle sales, but if you move from another state and bring a bike that is legal in that other state, you can register it and it will never be tested. My bike was purchased in VA, registered in GA, and brought to CA without issue. The 7,500 mile rule does not apply to people moving to CA.

That said, they stupidly call it "Smog Test/Check" here when emissions are not "smog" until sunlight causes them to combine with nitrates in the atmosphere to form ground-level ozone and smog.
