To add to buying quality tools, buy when on sale, and not when you need the tool. Slowly grow your tool (hey-ho!) collection, and it won't be so painful to one's wallet.

Living in a city with no garage, I'm used to changing my oil on the street. Just be conscientious, use packing paper or newspaper to catch any oil. Or, better yet, add a very large drip pan, as well....
