Ok I figured out what the issue was! As it turns out, the previous owner did route the vacuum hoses correctly. Everything is running fine now.

I just recently took the tank off to shim needles and other various things, and it "seemed" every hose was properly connected. The two smaller hoses could possibly have been installed incorrectly...
