In order to convert and send/receive data I recommend GPSbabel. It does basically all known format translations and file transfers.

(However, it is not a mapping tool)

A magnet will not have any effect on the sensor loop of traffic lights. The sensor loop is a tuned resonator running in the kHz range, so a static magnetic field somewhere near the sensor loop cables...
