Did install new rear brake calipers or rebuild the old one?.
The brake fluid passage hole could be still gum up with debris, not allowing the second piston to release because there are one or two...

Did you replace the all brake hoses it could be it collapse on the inside so there for hoses is holding residual pressure just crack the bleeder screw and then see if the wheel will turn if it does...

I would pull the carb and drop bowl put in new...
I would pull the carb and drop bowl put in new set float needles and clean the carb the easy way to do this take out inner fender off that and you won't have to fight with carburetor as much to line...
