'Conical Sleeve' or (collar) slide down the Pushrod ontop of the BIG spring-- then the Ballbearing retainer??

Draining fuel on lower Carburetors ? Ninja 250 2006

Does anyone know what position the Fuel Petcock should be when draining the fuel from the (2) lower Carburetor Fuel Drains? I think the manual says PRI. But the 2006 250 only has OFF - ON and RES....
