I'm certain that is the throttle cable slack...

I'm certain that is the throttle cable slack adjuster, and am sure it is included with a new throttle cable or just buy a used throttle cable from eBay and remove the adjusters. Might be easier...

The kickstand being so far back, dismounting the bike to extend/kick kickstand is easier so I don't think it will be an issue.
