I don't know how the manufacturers go about this exactly. But my bike has all the same shims for all four valves and they only come in increments of 0.05mm anyway as per Kawasaki's service manual....

There is no protrusion or gap whatsoever. I did get a little bit of traction with a sharp chisel but because of the width of the chisel only the edges would grip and then slip when hit with a hammer....
