Or just prime it?

The purpose of the PRI setting on the petcock is to fill up (prime) the carb after it’s bone dry. Set it to PRI for 15 seconds and then set it back to On. This shouldn’t require vacuum to operate.

I have a full replacement clutch lever assembly I bought ages ago... full swap at the same time as my rebuild, so I didn't realize this part would have been attached then. Thanks, all!

Update: I'm convinced this was an extra bolt from the clutch handle assembly, which I partially replaced... unless there are alternate theories. :)
