North Bay (San Rafael) or East Bay (Alameda/Emeryville) . Lots of riding (Skaggs, Highway 1, Redwood Rd) and SF isn't very far for the night life. Sears Point is also fairly close.

Your logic is flawed. A good suspension setup can be appreciated off the track. Having a high quality suspension makes a difference in recreational riding as well.
