I am considering it actually as an eventual upgrade; that or maybe the sv650s. But if given the option of a little less power but cheaper, I'd consider the 400 as a good middle step between the 250...

That's exactly why I would consider it. I'm fine with the power of the 250 actually but like the FI and more upright seating position of the 650.
