If you cannot get that drain plug to stop leaking, there is another option.

You can completely seal up that drain plug (clean up all the oil, JB weld, and safety wire) and purchase the oil drain...

Swingarm,
Rear brake caliper assembly,
Chain Tensioners,
Rear axle bolt,
Uni track shock linkage
Dog bones

I'm running Keihin 110 (or 108, forgot, probably 110 though) main jets, idle at 3.5 turns, and 2 shims on each needle, at an 860 ft elevation...

The resistor cable part number is part 7000-1004 I believe. You'll have to call them and pay for it and for shipping. ~$10 USD, give or take.

90% certain you need to relocate the EX250J caliper somehow for it to fit onto the rotor with the EX250F swingarm.

If you wanna do this, why don't you also upgrade to the EX250J swingarm, wheel...

Unless I'm wrong, since the bike is able to stay running after a jump/push start, the stator is good because it's able to keep it running.
