CDI Ignitor compatibility between years

In the process of finding why the Ninja isn't running, I arced the spark plug to the frame and it has spark- just not a powerful one. The spark plugs are brand new NGK CR8HSA, but the coil wires both...

Keep in mind that BOTH carbs are doing this.....the original which has been cleaned thoroughly and the new one which was pulled from a running bike.

I noticed that they listed needing a 1998-2007 Ninja 250. I wonder if that is a typo because there really is no difference from 1988 to 2007. I'll email the company for clarification.
