Sorry guys, the tank is from a Bandit. Here are a few photos. I am still getting the paint stripped but you can see there is a lot of rust and holes.

Thanks!

Turns out that when the carbs were put together, the throttle plates were not attached together so the left carb was wide open. Thanks for the direction.
