Am I reading that you don't have an airbox? If so, you need to get an airbox and an air filter before you waste any more time trying to troubleshoot the carbs.

It all looks and feels OK. The wire was routed in a strange manner. It was pulled completely taut. I rerouted it. Maybe that will fix it.

Thanks guys. the wires from the switch disappear into the bowels of the bike. Any idea where the plug is if I want to bypass the sidestand switch to see if that's the problem? Is it on the right side...
