Some additional work may be required, but it doesn't sound like the engine is junk to me...

Check the tank for debris, check the petcock screens, and replace the inline filter at the carb inlet as well.

The VIN is stamped on the side of the steering head, between the triple clamps.

Overall, it sounds rich. You should need some amount of choke/enrichment to get a cold engine to idle reasonably....
