As far as I'm aware. Over 21= license straight away if you can pass both written and practical (or substitute that with SMF certificate) regardless of whether you've gotten your permit.

Well, I don't think people over the age of 21 would still be getting their permit when they can just get their license right away. Without an M1 license it is illegal to ride on the freeway...
