Yup, the police will tell you that they can't be everywhere at once, and your personal safety is ultimately your responsibility. That's why injuring another person or taking their life is justified if it is in self defense.

The course I took to get my permit was put on by the sheriff's office. The instructor, a deputy with many years of experience, stated that he hoped someone carrying would be able to take out a crazy that was injuring or killing others if law enforcement wasn't on the scene.
