Check out the
gearing commander site where you can put in the stock 2008 Ninjette, and play with the ratios to see how things will change. With a 13/47 setup, the engine will be turning 10,000 rpm in top gear at about 72 mph, and will hit redline in top gear at less than 90 mph. Most folks tend to change the gearing to something taller on the ninjette to smooth out the highway ride (by lowering revs); it's rarer to go shorter as you're suggesting (which will increase revs).
