To repair that area, I would use a wire brush to remove the paint and clean the area, then make a patch from similar gauge sheetmetal, then MIG weld it in place.

You could possibly run numerous beads (as suggested) to close it up, but I'd probably make a patch myself. You could also gas weld it if you didn't have access to a MIG, but I would definitely close it up.
