I don't see any evidence of gravel. You can see some dust get kicked up when the rear locks but not gravel and none of the other riders had any issues with gravel.
Either he panicked and applied too much rear break or he had his foot to close to the rear break and accidentally applied it when he didn't mean to IMHO. If he had his foot just over the rear brake and then he shifted his weight it would be easy to do.
