For real hp gains on a 250 a 300 engine swap or stroking the 250 to a 300 is probably the best bang for your buck. You would see real gains and still have room for an exhaust and other bits down the road.
Most non engine mods will give you small gains and barely noticeable if at all when out riding unless with other riders on 250's. JMO
