4k Idle after carb cleaning

Hi,

Problem: 4k Idle after a clean start up. Rode around the block. No sign of it going down or up.

Notes:

- Before carb clean, needed choke to start up, rough idle, would die below 2k.
- cleaned carbs, installed 2 shims per needle
- installed everything back, all hoses back in place
- starts easily now, but now jumps up to 4k and stays there.
- took out shims, problem still there.
- carb sync adjuster is all the way up. (we thought more air = rpm down?)
- idle screw is NOT touching
- choke NOT on
- throttle cable shows slack, did the turn handle bars trick, the cable isn't super tight.

Could be: (as per other threads)

- vacuum leak
- leak through boots (i did have a hella hard time getting carbs in and out)
- valve adjustment
- tight throttle cable, but it shows slack and the turn right/left trick didn't raise RPM

Solution:

- needed to tighten carb sync adjuster, then reset air mixture screws to about ~2 turns, its not perfect but it lowered the revs to now ~2k

Thoughts? Bike is for sale after I get it fixed... sigh. Thank you for this forum for helping me through this
