You can take the cable off at the wheel end and examine the inner part. It needs to engage at both ends, so the wheel spins it and it spins the speedo. The inner cable can break, or if the nuts aren't tight, the end can slip out of its socket. If you take it off at the wheel, you can spin it with your fingers quickly and see if the needle moves. You can also take it off at the speedo end and examine it. Make sure that if you spin one end, the other end spins to match. When you put it back together, make sure the inner cable goes into the square hole properly, and tighten the nuts. It's not complicated... a good examination should uncover the problem.
