Thanks, it's just so frustrating because it really doesn't have to be so complicated. Other states have similar end-results that are implemented much more efficiently. There's at least 15 other states that have adopted CA's smog-standards (stricter than Federal standards). For those states, there isn't bureaucractic micromanagement that CA has. For them, all that matters is what comes out the tailpipe.

I suspect it's to keep dissent and anger aimed at bottom. To distract populace from noticing that government higher-ups have somehow "lost" $8-billion of tax-payers' monies. Modern accounting and computers are quite savvy and accurate. Money doesn't just disappear, it's gone somewhere.
