Throttle cable - high idle?

So I went for a ride since it was sunny and 78 degrees outside - I have been having an issue with irratic RPM idle - most times it idles at 2000, sometimes it drops to 1300 (not the CDI issue - seperate issue not heat related).

Well, while at a light it was at 2000 RPMs while in neutral - for some odd reason I decided to add some negative pressure to the throttle - to the return side (away from me) and the idle fell to 1300. I let go of the throttle and it returned to 2000 - added negative throttle and the RPMs dropped again to 1300.

So the questions:
1. Is this normal to be able to lower the RPMs with negative throttle while at idle?

2. How do I adjust the throttle cable so that this problem is resolved?
