For the most part, I shift my ZX6 just like my 250, which means often. In reality, a 600 and a 250 aren't really that different to ride when it comes to shifting in the city. Unless you want the engine to scream, the difference in shifting while city riding is only about 10 mph.

I would never cruise the city in 1st gear doing 40 mph on my ZX6. I usually shift into 2nd around 20 mph, and 3rd gear around 40 mph. Can I wind the gears out longer? Sure. But I mostly only do that at the track or if I'm hitting the twisties pretty hard to stay in power band. Unless the sprockets were changed, that R6 must be screaming its heart out. Give your friend another month or 2 and see how he shifts. I guarantee it will change as he gets used to the bike.
