Update! I got a reply from the no-cut modulator guy. Here is what he said:

Yes, the unit has been used and tested on every year of 250 ninja from 2001 and up. It has also been tested and works with the 2006 Ninja 650R. I suspect that it will work with other year models, but I do not have those bikes available to me for fit testing.

So I should be good to go. Kelly, I'll still take a pic and post it up here. But since my rear end was damaged and rebuilt (ok ok stop laughing) I'm not sure if the stock connector is still on there.
Alex, yes the device should work on the '09 as well. It's pretty much identical to the '08. But you should let someone with at least an '08 chime in before buying one based on what I say.
