Yup, that's the foot peg feeler. It's meant as an early warning for some pretty significant lean angle for the bike. On track, most people remove the peg feelers to give a little more lean angle, if they haven't already switched to rearsets, which can give even more lean angle.
If you're scraping the peg feelers on the street, you're carrying quite a bit of lean angle. You should be able to carry the same corner speed with less lean angle by getting off the bike a bit more.
