I have consulted with 8 different schools, both privately owned and publicly endorsed, and all of them tell me that once you take your MSF course level one your DMV tests are waived, since that is what the MSF course level 1 is all about. The DMV website says they don't exempt for it. And when I showed them my MSF BRC card they told me they do not accept this course. This was in Chesapeake, even the manager looked at it.
