Is the blink rate programmable (I heard in one video that it was "programmed to blink 6 times")? Meaning can I make it blink 4 times in the first 4 seconds and then go solid to comply with that law? In reality I would want it to blink 3 times in the first two seconds then a 1 second on, then a blink again (which qualifies under the wording).

No, this tail light will not illuminate the license plate. The brake mode is set to 3 flashes from the factory and is programmable.
