Tape is actually not because of the light itself (disconnecting it directly or pulling a fuse or two is infinitely cheaper), or at least not originally. It is instead to keep the shattered pieces of plastic from getting on the track in the case of an incident. Having the tape makes it all act like safety glass, it can shatter into a million pieces but all stay together (for the most part). To my understanding this really originated when cars (and motorcycles) mainly used sealed beam bulbs, as they were made of glass (to the same extent that some bikes with round headlights have glass lenses instead of plastic).
