Looks like the CA speed limit is 25 in residential areas. Yes, he was going over but not by much.

If Jiggles had left a few seconds earlier and had been going 20-25 he still would have been hit. I don't think the +-8 mph makes a huge difference.

Having lived on a residential street similar to that, I can say residents get lax on their own streets and generally act like morons. Ask my friend who had their car doored because the person opened it about a half second before my friend passed the car. Yeah sure if she had been going a little slower she may have avoided it, but the other person should have been paying attention to what they were doing.
