i mean could i put the sensor inside the oil drain cap next to the filter and leave it there permiently and just use the main oil cap to drain or does it require both drains to change the oil

It can be installed in either drain plug location. Personally I installed mine in the one located further left in the picture. That leaves the drain plug to the right easier to access and the lowest of the two to get the most out of the draining process.
