What you just described should be the definition of the ultra lightweight shootout. Notice that in every other shootout, they're formula rules limited by displacement only.
Nobody is shoving stuff in, we're the ones pushing bikes back out because we're afraid they'll intrude on our fun time. Think the Ducati 848 belongs in middleweight? How about the Triumph 675 or Kawi 636? You could argue not, but the racers realize that its 90% skill to get a bike around the track at race pace, so the power of the bike is fairly irrelevant except for the front-runners.
We already have 250SS, nobody's touching that until it stops being a huge grid. There's no reason not to give other small displacement bikes the chance to play. I mean... does the ULW Shootout championship REALLY mean that much to everyone???
