No, I don't know what tension the tensioner applies.
The described test is intended for measuring the chain out of the engine, under moderate tension (10 lb aprox.) since it is not possible to measure 20 links in a straight line, I believe.
However, you can measure 10-links between the sprockets, keeping the chain taught.
