I can tell you from personal experience on the 15 south from Vegas to SD and from Escondidio to SD that cars in America are not required to have a limiter at 106. I had my tC doing ~120mph for about 30 min and had my buddies Jetta at 140mph till I got passed by a Corvette doing at least 150mph. I've even gotte my dad's 1990 Cherokee to 115mph for about 5 miles before we exited. None of these cars had been modified from stock to go any faster.
