Honestly speed limits are generally tossed out the window, but the limits are set so low, you would really get no where trying to adhere to them. As far as traffic signals are concerned, it depends on where you are and what time of the day it is. No one adheres to traffic signals at night here, in fact most of them are shut off past 11:00pm. There is a general lack of regard for civility while driving.
