The new 250 engine must be different to the old one, the cr is lower and the hp is less and at least the bike is heavier.
One thing you should know also if you want more power in the CBR250 in US (Europe I don't know) then take the ecu from Thailand.
I didn't say he was untrue so much that he doesn't ring true, his evidence seems dubious and not enough to draw a conclusion based upon.

Because the figures published show increased power with a slight dip at the very top end, and with a power commander and after market exhaust "etc" you would expect a boost and he claims their is little to none, I also can't imagine the malaysian police force buying 100's of them if they are so guttles, especially since they strap so much gear to them you would expect that to leave them unridable.

Too add to that all the other reviews of the 2013 ninja 250 seem to be favorable to its contemporary, and his low post count, and opinions on fatter tyres being much better for the ninja than thin "cheese cutters", and obcessive post counts on how yoshimura carbs are amazing despite most people saying otherwise to the point where he renounces working for yoshimura, doesn't add much to credulity.
