We have those at the hospital where I work. There's always someone in a massive pickup parked there.

I park in those spots when I'm visiting or just picking something up. Since they're at the front of the lot (and employees park at the back), I don't use them while working a shift.

Should they be able to tow? Legally? Yes, because it's private property and the person is parking in a space they were specifically asked not to. Ethically? Maybe, maybe not. If it was my lot, I'd leave them a 'you park like a jackass' card.
