It has nothing to do with speed.

ECO mode runs in closed loop, meaning it adjusts the fuel delivery based on feeback from the oxygen sensors in the exhaust. Since the oxygen sensors are narrow band (vs wide band), they can only tell when the exhaust crosses 14.7 in either direction. Hence, ECO mode runs the bike consistently at 14.7 AFR.
