Don't know how many mods your allowed ... but I would look into regrinding cams if you truly aren't going to use anything past 9-10k rpm. Bring your motor efficiency back into the cruiser rpm range.

EFI is a good upgrade for extreme fuel mileage. Carbs are better fuel mixers, as long as you stay in the temp/alt you adjust them for (or re-adjust). EFI can handle all that on the fly. I've not done anything with Kawi's design ... but my Civic can handle light loads cruising in the 24afr range.

Vacuum gauge is a must for any high mpg ... Always adjust carbs/timing for most vacuum at a given speed and load. Constantly try to maintain highest vacuum while driving.
