With a slip on, one washer does not make a whole lot of difference. (for the best results they should be at least 1 mm combined thickness.)
Set the idle mixtures to 2.5 turns or leave them alone.
Remove the snorkel and test to see if you can go past 9k. A little more air will help get past that rich zone.
Don't worry about your plug color at this point. White-grayish looking plugs are normal.
