fixed it. tried the carb cleaner trick and nothing changed. no loose rubbers. wasnt sure about vacuum lines on the carbs since the pictures i took some how didnt take. anyway dropped the carbs off used a youtube video
http://www.youtube.com/watch?v=zgt3LQKIwVg to figure out i had frogged the first vac line that bridges the two carbs together with the larger line that goes in the center high location. after running new lines and putting them in the right spot i have great response on the throttle. thx for suggesting vac leak.
