It could be many things, Jennifer, but is normal for many of these bikes.

It is recommendable not to take both hands of the handlebar, since they work as shock absorbers, together with those weights at both ends of that bar.

If you feel a stronger effect at high speeds, even with both hands on it; then you will need to worry, as those oscillations could rapidly grow and become a dangerous tank-slapper.

The good condition and adjustment of the bearings of the steering column, wheels and swingarm and of the chain and brakes, as well as the proper balance and pressure of the tires will always help reduce those annoying oscillations.

If it really bothers you now, try regulating the shock absorber to be a little higher, if it is not adjusted too hard as it is now, ......that may help.
